It also briefly describes the new Uniform Evaluation processthat will be used to assess whether candidates possess the level of competence expected of entry-level CAs.The Board of Evaluators (BOE) was charged with the responsibility of developing amethodology for evaluating competence. Given the nature and magnitude of the changes, theBOE decided to test the new methodology before using it for the 2003 Uniform Evaluation. InFebruary 2002 the BOE set up a Mock Marking Centre using selected 2001 UFE questions and arepresentative sample of candidate responses. Experienced markers applied the newmethodology using the new tools created by the BOE.To provide candidates with a better understanding of how the new evaluation process works, thisreport explains the methodology in some detail, describes how it was applied at the Mock Marking Centre, and sets out some important lessons learned   lessons that the BOE believeswill be of benefit to candidates. The information regarding the new methodology and itsimplications applies to the Uniform Evaluation to be written by CA candidates in 2003. Background Evaluation geared to the Vision CA The CICA Board of Directors concluded in the late 1990s that the Canadian CA profession facedchanges of such magnitude that it needed to articulate a vision to guide the profession in the 21stcentury. The resulting Vision Report set out the following Mission and Vision statementsdescribing the profession’s purpose and direction: Mission: Our mission is to enhance decision-making and improveorganizational performance through financial management, assurance andother specialized services. We act with integrity, objectivity and acommitment to excellence and the public interest. Vision: We will be the leaders in creating, validating and interpretinginformation that measures and enhances organizational performance, and bethe obvious choice for financial management, assurance and other specializedservices.
