    BBaacckkggrroouunndd::  This Skills Programme is a building blocktowards the LED qualification at NQF level5 and is targeted at currently employedstaff working in the field of LocalEconomic Development with the followingpurpose:    To promote the development of LEDrelated knowledge and skills    To close identified knowledge andskills gaps    To promote the professionaldevelopment of municipal staff.There are 6 Skills Programmes within theLED Learnership. Successful completion of all of these (which can be done in thespace of a year) will result in receiving fullaccreditation for the LED Learnership atNQF level 5. It is also possible to attendone of our programmes and decide fromthere if you wish to pursue the entirelearnership. Each skills programme is 4days long.This Skills Programme will buildknowledgeable and skilled employees whoare able to contribute to improvedproductivity and efficiency within the localgovernment sphere. It will provide themeans for current employees to upgradetheir skills and to ultimately achieve anationally recognized qualification. AApppprrooaacchh::  Each week-long skills Programme is highlyinteractive. The facilitator will presentconcepts and guide discussion, butparticipants will be encouraged andexpected to contribute to group learningby linking the concepts discussed withtheir own work experience. Specificlearning methods include shortPowerPoint presentations, group workexercises, case studies, and participatoryactivities in plenary . It then considersinternational trends in conceptual approaches to LED & examines theWorld Bank model. Lessons learnt from international trends areapplied to the South African context. The linkages between the IDP & LED strategy are explored in depth, taking into account the relevanceof spatial development & infrastructure planning as well as specificgovernment support funds. In addition, the process & supportsystems required to manage the LED process are outlined . OOuuttccoommeess::  Upon successful completion of the module participants will:    Understand the evolution of LED in South Africa & the thinkingthat underpins current LED efforts    Be familiar with the most important governmental policies,strategies, & support funds relating to LED, particularly theNational LED Framework    Appreciate the strengths & weaknesses of some of the commonapproaches to LED around the world such as the World Bankmodel    Understand & be able to capitalise on the linkages between LED & Integrated Development Planning IINNTTRROODDUUCCTTIIOONNTTOOLLEEDD  2211   – – 2244JJuunnee22001111  “The team from MXA are very thorough & extremely knowledgeable. However, asthe material will be of interest to a much broader audience anyone isfree to attend as long as they meet the entrance requirements. Thelanguage used for the training is English.   EEnnttrraanncceeR R eeqquuiirreemmeennttss::  Participants who wish to be assessed must have Matric (FETC orequivalent qualification), and/or 5 years of relevant work experience.Learners should also be competent in Communication (NQF 4) andComputer Literacy (NQF 3). For those who do not want to beassessed there are no entry requirements. AAccccrreeddiittaattiioonn::  MXA is accredited by the Local Government SETA. This particulartraining is aligned to the following unit standards:    110487: Describe and explain national and provincial strategiesand policies relevant to local economic development. (6 credits).    110485: Describe and explain a range of international trends ineconomic development. (6 credits).    110498: Identify and explain the process, institutional aspectsand a support system for IDP. (8 credits).    14525: Present an informed argument on a current issue in abusiness sector. Alternatively if there is a group of 15 or morelearners in your area interested in doing the training, we could run it at a venue that suits you. Please call us todiscuss the option that suits you.   CCoosstt  The cost to attend 1 skills programme is R5000 excl vat (this includes all learning materials, assessment lunches andteas during the training as well as learner support). If there are 3 or more people attending from one municipality ororganisation a discount of 10% is given. If you decide to sign up for the entire learnership (i.e. 6 skills programmes) a10% discount on the overall price is also offered (though note that the former discount of 10% does not apply) whichis a total of R27 000 excl VAT. If you would like us to run this training in your municipality, district or province (ratherthan attending training here in Durban) we can also do this at a greatly discounted rate.
